October 15, 2026 (Des Moines, IA) - Martin Noven, CEO of the Iowa Public Employees’ Retirement System (IPERS), announced today that he has appointed Andrew Ewing to serve as the organization’s Chief Benefits Officer (CBO). Iowa law requires IPERS to employ a CBO. Ewing will serve on IPERS’ executive leadership team and lead the Member Services Division, supporting more than 40 professionals dedicated to serving IPERS’ members.

Since 2024, Ewing has worked as an attorney at IPERS, honing skills that uniquely qualify him to ensure that members receive the value, service and payments that they deserve.

“Since he joined IPERS, Andrew has proven his commitment to the organization, its members and its employees. His deep knowledge of the state and federal rules and laws that govern IPERS have made him a critical subject matter expert. His proven dedication to our members, his familiarity with IPERS, and his strong support of staff make him uniquely qualified to hit the ground running,” Noven said.

Representatives of IPERS’ Benefits Advisory Committee joined a small group of staff to review applications and interview finalists for the job.

Ewing’s additional qualifications stem from a career in state government, including in roles at the Office of the Attorney General of Iowa, the Iowa Court of Appeals and the Fifth Judicial District. He received an undergraduate degree from the University of Iowa and a Juris Doctorate with Honors from the Drake University School of Law.

“I am thrilled for the opportunity to ensure that IPERS’ benefits program, and the outstanding professionals who administer it, operate in accordance with the law and in the best interest of our members,” Ewing said. “I have dedicated my career to public service and am ready to step into this role with a passion for serving Iowans.”

Ewing’s job begins on October 23, 2026.

The Iowa Legislature created IPERS in 1953 to provide a dependable and economical retirement plan for Iowa's public employees. IPERS is the state’s largest public retirement system, serving more than 400,000 current and former members.
